At the Digital Nations Summit, Globe emphasized that the future of connectivity must move beyond peak performance metrics and focus on consistency. The company noted that in the Philippines, suspected fraud rates have reached 13 percent, more than double the global average of 5 percent, while 34 percent of users have experienced scams.

These risks are rising alongside the rapid expansion of the digital economy, which is projected to reach $36 billion. Globally, scams have already resulted in an estimated $1 trillion in losses, reinforcing the need for stronger safeguards across networks and platforms.

“Trust is the backbone of the digital economy,” Cruz said. “If people do not feel safe, they disengage. That is why security, privacy, and accountability must be built into the network from the start.”

Globe shared that it has taken an active role in strengthening protection at scale, blocking 967 million scam and spam messages and more than 17,000 malicious domains in 2025 alone, alongside programs that engaged nearly 17,000 users to build digital safety awareness.

Railway projects account for the largest share, with a combined value of PHP2.07 trillion, underscoring the government’s priority to expand and modernize the country’s mass transit systems. This is followed by aviation projects amounting to PHP1.26 trillion, and road infrastructure projects worth PHP944.77 billion.

Geographically, most of the proposed PPP projects are located in key economic regions, including the National Capital Region (NCR), Central Luzon, and Calabarzon, areas seen as critical growth corridors due to their population density, industrial activity, and connectivity needs.

The expanding PPP pipeline comes as the government recalibrates its financing strategy amid changes in the country’s economic standing. Finance Secretary Frederick Go has earlier emphasized that the Philippines will increasingly rely on PPPs as an alternative funding mechanism as access to concessional loans becomes more limited.

“We will be less reliant on concessional loans once the country moves into an upper‑middle class. So we will have to find other sources of financing,” Go said.

PPP arrangements allow the government to leverage private capital, technical expertise, and operational efficiencies while accelerating the delivery of essential infrastructure projects. Officials have repeatedly cited PPPs as a key tool for sustaining infrastructure development without placing excessive pressure on public finances.

The PPP Center has said the growing pipeline signals strong investor interest and continued collaboration between the public and private sectors, particularly in sectors critical to economic competitiveness, mobility, and regional development.

Both projects will be designed to support responsible enterprise AI, with a focus on reliability, security, transparency, and explainability.

“Open source isnʼt just a distribution model—itʼs a trust model,” said Hannes Hapke, Director of the 575 Lab. “As AI systems become more autonomous and more consequential, enterprises need tools they can inspect, verify, and adapt. By building these foundations in the open, weʼre helping teams to manage risk and use AI responsibly.”
