Village Connection | DepEd welcomes over 28M enrollees for SY 2022-2023 | BATAAN, August 23, 2022 – The Department of Education (DepEd) formally welcomed on Monday some 28,035,042 enrollees for School Year 2022-2023 in its National School Opening Day Program (NSODP).

“Isang malaking tagumpay para sa kabataang Pilipino ang muling pagsisimula ng in-person learning ngayong araw na ito. Isang habkang na buong tapang na ginawa ng Department of Education sa kabila ng mga hamon at takot na dala ng COVID-19 pandemic,” Vice President and Education Secretary Sara Z. Duterte said in her welcoming speech during the school opening program held at Dinalupihan Elementary School.

“Our shared dedication, our shared strength as a nation, and our shared aspirations for children and our country has brought us all here today, and today we are making things possible for our children and for our country,” Vice President and Secretary Duterte added.

The enrollment data is based on the total of the Quick Count of the Learner Information System (LIS) and early registration data.

Region IV-A (CALABARZON) recorded the highest number of registrants with 3,423,460, followed by Region III (Central Luzon) and National Capital Region with 2,619,321 and 2,454,151 enrollees, respectively.

Meanwhile, the Department encourages more parents, legal guardians, and learners to register as the agency will still accept late enrollees in accordance to DO 3, s. 2018 on the Basic Education Enrollment Policy.

On the other hand, the Alternative Learning System (ALS) can enroll via digital and/or physical platforms established by schools and Community Learning Centers (CLCs) within the barangays.

“Hinikayat natin ang ating mga magulang na i-enroll na ‘yong mga hindi nakakapag-enroll na anak para maihanda natin [nang tuluy-tuloy] ang ating mga paaralan base sa actual number of learners this year,” DepEd Spokesperson Atty. Michael Poa reiterated.

Atty. Poa also reiterated that the start of the school year did not have any major issues, based on the reports of the regional directors.

“To echo our Vice President and Secretary’s message, when we say we are ready for classes, we are not saying that there will be no problems, we expect many challenges but as Filipinos we will be resilient. We will overcome. We will not break,” Atty. Poa said.

Briones said.

DepEd, through a Memorandum of Agreement (MOA) with the BDO Foundation, Inc. and Huawei Technologies Phils., Inc. launched the search in December 2021.
The Village Connection | DepEd showcases Gen Z’s green efforts in Earth Day 2022 celebration | PASIG CITY, April 29, 2022 – Highlighting its Makakalikasan core value, the Department of Education (DepEd) showcased the green initiatives of its learners and personnel in celebration of the Earth Day 2022 on April 22.

“We cannot underestimate the efforts of the youth because even in their own ways, they take active steps to protect the environment. For example, Generation Z or better known as Gen Z supports movements like purchasing cruelty-free products, zero-waste management, and the like. If they can do it, so can we with our learners,” Education Secretary Leonor Magtolis Briones said during the event.

Organized by the Office of Assistant Secretary for Youth Affairs and Special Concerns (OAYASC) and the Youth Formation Division (YFD), the Earth Day virtual event highlights the theme “Youth: Invest in our Planet” which tackles the importance of bayanihan to protect and conserve the environment for future generations as the goal moves from restoring the earth to investing in it in sustainable ways in the light of climate change and growing number of environmental issues worldwide.

“I call for the youth and everyone to be good role models, to take care of our Mother Earth, and be the bearers of change for a better world. we cannot tell what the future holds but every day, let us invest in our planet by being actively involved in environmental activities and endeavors,” Sec. Briones added.

During the panel discussion, youth representatives presented their green initiatives such as the establishment of a vegetable garden, following sustainable food consumption practices like backyard gardening, steaming vegetables, Gulayan sa Paaralan Program (GPP), distribution of fruit-bearing tree seedlings, and Environmental-Friendly Purchase.

Davao Del Sur School of Fisheries SSG Vice President Ramzel Ivan Hugh Delloro shared the following tips for eco-friendly purchases: shop at eco-friendly stores, avoid impulse buying, buy local products, buy fruits and vegetables that are in season, reduce online order deliveries, buy recycled items, bring eco-shopping bags, avoid pre-washed groceries, and choose organic and natural products.

“Eco-friendly living can lead to cost savings from energy and water efficiency, less maintenance, enhanced air quality, a healthier lifestyle, increased property value, and positive impact chance in the community to help save the planet,” Delloro said.

Meanwhile, Assistant Secretary for Youth Affairs and Special Concerns Juan Valeriano Respicio IV noted that investing in something entails a certain degree of sacrifice coupled with hope as he urged learners to rise and invest in planet Earth for their future and the future of generations yet to be born.

“Now is the time for us to act. To sacrifice and to invest. To the youth, I encourage you to be more conscious and proactive and to be supportive of our efforts to preserve the environment. Let us focus our attention on matters concerning climate change and be part of the solution to the ever-growing and ever-changing challenges concerning the environment,” Asec. Respicio said.

YFD OIC-Chief Rovin James Canja, Region XI Director Allan Farnazo, School Division Superintendent – SDO Davao del Sur Nelson Lopez, and ASDS Janette Veloso also attended the virtual Earth Day 2022 celebration.

The Village Connection | DepEd, DOH, USAID launch National BIDA Kid Campaign to promote safe reopening of schools | MANILA, April 5, 2022 – The Department of Education (DepEd), Department of Health (DOH), and the United States Agency for International Development (USAID) formally launched the national BIDA Kid COVID-19 prevention campaign to support the safe expansion of face-to-face classes nationwide.

DepEd, DOH, and USAID kicked off the BIDA Kid national campaign at the SM Mall of Asia Music Hall on Tuesday. The campaign encourages learners, teachers, and education stakeholders to keep practicing COVID-19 health and safety guidelines in schools and public spaces.

“One of our utmost priorities is the safety of our learners amid the risk of COVID-19. The BIDA Kid campaign is another whole-of-government initiative to encourage everyone to keep our children protected while we progressively reintroduce classroom-based learning,” Education Secretary Leonor Magtolis Briones said.

Health Secretary Francisco Duque III and USAID Mission Director Ryan Washburn joined Secretary Briones to unveil the official music video and key visual of the campaign, which highlights the 3Bs: Bakuna (Vaccination), Bayanihan (Solidarity), and BIDA behaviors (Bestfriend natin ang masks, Ingatan at hugasan ang kamay, Dumistansya upang makaiwas sa sakit, Airflow ay panatilihin)(Wear masks, observe hand washing and social distancing to avoid getting sick, and maintain room airflow).

Secretary Duque highlighted the importance of the 3Bs. He reminded education stakeholders to continue observing safety measures in schools and at home amid the improving COVID-19 situation in the country.

“A safe school environment is crucial for our children’s development both academically and emotionally. This is only possible if we continue to champion COVID-19 vaccination in our communities and commit to practicing the minimum public health standards everywhere and at all times,” Secretary Duque said.

USAID Mission Director Washburn said he was grateful for the strong partnership between USAID and the national government, as a whole-of-society approach ensures that physical classes can be conducted safely.

“Face-to-face classes give students better motivation to study, having the opportunity to interact directly with their teachers and classmates. Classrooms offer a supportive environment for learning as well as social and emotional well-being,” said USAID Mission Director Washburn. “As your friend, partner, and ally, the U.S. government, through USAID, will continue to collaborate with our Philippine government counterparts, so Filipinos are better able to manage the impacts and bounce back quickly from the COVID-19 pandemic.”

As of March 28, around 13,692 public and private schools are conducting in-person classes, according to the latest DepEd field report. Thanks to the country’s Resbakuna Kids campaign, about 10 million children have been vaccinated against COVID-19, and the DOH continues to secure additional vaccine doses for them.

The BIDA Kid campaign, including BIDA kits, the music video, jingle, and key visuals, will be rolled out to all schools and DepEd offices. Field offices are encouraged to display and develop localized materials to further amplify the campaign’s messages.

The Village Connection | DepEd to start early registration for SY 2022-2023 on March 25 | PASIG CITY, March 28, 2022 – In preparation for the incoming class opening, the Department of Education (DepEd) will conduct the Early Registration for School Year (SY) 2022-2023 from March 25 to April 30, 2022.

The month-long activity aims to ensure that incoming learners are registered for the next SY and help the Department better anticipate and deal with the possible challenges and concerns, as stated in the DepEd Order No. 3, s. 2018 or the Basic Education Enrollment Policy.

“All incoming Kindergarten, Grades 1, 7, and 11 learners in all public elementary and secondary schools are encouraged to pre-register to allow the Department to make necessary preparations and adjustment of plans for the incoming School Year,” Education Secretary Leonor Magtolis Briones said.

Briones also noted that Grades 2-6, 8-10, and 12 do not need to participate in the early registration as they are considered pre-registered.

The Department encouraged private schools to conduct their respective early registration activities in the same timeframe.

“As we are set to conduct early registration, we remind our school authorities from both public and private schools to strictly implement the Kindergarten cut-off age under DO 020, s. 2018,” Sec. Briones said.

Despite the developing COVID-19 situation in the country, DepEd urged everyone not to be complacent and follow the IATF guidelines and DOH’s minimum health and safety standards.

“In the context of the prevailing COVID-19 public health emergency, the conduct of the early registration shall be done remotely in areas under Alert Levels 3-5. In-person registration through parents or guardians may be allowed in areas under Alert Levels 1-2 provided physical distancing and health and safety protocols are strictly observed,” Briones said.

In 2021, the Department implemented a hybrid set up for the early registration, remote for areas under General Community Quarantine (GCQ) and in-person for areas under Modified General Community Quarantine (MGCQ).

Last year, more than four million learners signed up in the early registration for SY 2021-2022, showing continued support of parents to learning continuity.

Introduced to help DepEd anticipate the number of enrollees for the coming school year, the early registration also ensures the right of all school-aged learners to enroll and be equally provided with quality, accessible, relevant, and liberating basic education.

Moreover, it also seeks to locate, identify, and register out-of-school youth and children, who are in conflict with the law, homeless, living with disabilities, living in off-grid communities and geographically isolated areas, and displaced due to natural disasters and armed conflicts.

The Village Connection | DepEd highlights education as key in breaking gender barriers in IWD 2022 | March 22, 2022— Education Secretary Leonor Magtolis Briones highlighted education as a key element in breaking gender barriers and providing equal opportunities for women during DepEd’s International Women’s Day (IWD) 2022 celebration program.

“Education will teach us to remember what women have always been, an equal member of our society. Education will always teach us that gender barriers, gender gaps, and gender biases should not have a place in our society,” Secretary Briones said during the Department’s IWD celebration program.

Bureau of Human Resources and Organizational Development Director Anne Rachel C. Miguel echoed Secretary Briones as she discussed the role of women during the pandemic and in a post-pandemic world.

“Women have been serving in the frontlines during the onslaught of COVID-19, and what happens next would not be more different than that. Education is key in ensuring that women will thrive in a post-pandemic world,” Dir. Miguel shared.

Spearheaded by the International Cooperation Office in collaboration with the United Nations Association of the Philippines (UNAP) and the Philippine Commission on Women (PCW), the program also featured women at the forefront of advancing women’s rights worldwide.

The Asia-Pacific Economic Cooperation (APEC) Chief Executive for the Ministry for Women, New Zealand Renee Graham, tackled providing adequate and equal opportunities to girls and women.

“Gender education starting from schools can help society break free from gender biases, close gender pay gaps, avoid workplace segregation, promote inclusion, and provide economic empowerment to women,” Graham said.

Meanwhile, OIC of the UN Women Regional Office for Asia-Pacific Sarah Knibbs underscored the role of empowering women through education as one of the keys to solving the climate crisis. She noted that adopting a more comprehensive curriculum that includes gender equality, climate impacts, and resilience can shift the entire perspective on numerous pressing issues.

“This year’s theme for the International Women’s Day puts a spotlight on the importance of ensuring women and girls are centered in all our efforts to promote positive change for a sustainable future for all,” Knibbs said.

UNESCO Assistant Director-General Stefania Giannini also urged governments to build bridges with the education sector, especially learners, to advance their rights and empowerment in the classroom and beyond.

“We have been working hand-in-hand with governments, civil societies, the international community, to galvanize action in support of the creation of a resilient gender-responsive education system that leaves no girl or no boy behind,” Giannini remarked.

The celebration of this year’s International Women’s Day was in a hybrid format. The physical celebration was held at the Bulwagan ng Karunungan, Rizal Building inside the Department of Education Central Office located at Meralco Avenue, Pasig City, where it was attended by Chairperson Sandra Montano of the Philippine Commission on Women together with the personnel from the DepEd central office. On the other hand, teachers, students, and other stakeholders attended virtually via Zoom.

The month-long activity is initiated to ensure that incoming learners are registered for the School Year and help the Department better prepare for possible issues and concerns that may arise, as stipulated in DepEd Order No. 3, s. 2018, or the Basic Education Enrollment policy.

“All incoming Kindergarten, Grades 1, 7, and 11 in public elementary and secondary schools shall pre-register to allow the Department to make necessary preparations and incoming plans for the coming school year,” Secretary Leonor Magtolis Briones said.

Last year, in line with strict physical distancing and community quarantine measures, the Department adopted remote enrollment in the first two weeks of the activity. On the third week, physical enrollment was done in coordination with the Local Government Units (LGUs) and physical enrollment platforms established by the schools.

In previous years, regional and school division offices organized teams that will lead the advocacy campaigns. Schools designated early registration desks in the school premises manned by individuals tasked to handle the registration. They also undertook activities such as house-to-house campaigns, dissemination of print materials, social media information campaigns, and engagement with parents, barangay officials, civic and people’s organizations, and other stakeholders.

The Early Registration was introduced to help the Department anticipate the number of enrollees for the coming school year and instituted in DepEd Order No. 3, s. 2018, otherwise known as the Basic Education Policy.

Aside from incoming Kinder and Grades 1, 7, and 11 students, it also seeks to locate, identify and register out of school youth and children who may be identified as living with disabilities; living in an off-grid community; living in a barangay without a school; living in a geographically isolated area; displaced due to natural disaster; living in an armed conflict area; living in an area with a high level of criminality/drug abuse; having a chronic illness; having nutritional problems; a victim of child abuse or economic exploitation; stateless/undocumented; in conflict with the law; living on the streets; and no longer in school but interested in going back to school.

The early registration campaign ensures the right of all school-aged learners to enroll and be equally provided with quality, accessible, relevant, and liberating basic education.
