FDA Director General Paolo Teston made the announcement during the “Big Bold Reforms: The Philippines 2026” forum, organized by the Department of Finance and the Bangko Sentral ng Pilipinas (BSP) on Friday at Shangri-La, The Fort in Taguig City.

“The FDA’s mandate is public health. That has not changed. What is changing is how we deliver on that mandate,” Teston said, emphasizing the agency’s push for digitalization to enhance service delivery.

Teston highlighted the FDA’s ongoing management of a large volume of regulatory work while addressing operational challenges inherited by the agency, underscoring its commitment to reform and responsiveness.

“This FDA listens and responds,” he said.

He also pointed to recent improvements, including higher application processing output, better manpower utilization, system consolidation through cloud migration, and the reopening of the Food and Drug Action Center with enhanced client services.

“For 2026, the FDA will go digital,” Teston added, noting that the shift is expected to improve the speed, transparency, and predictability of regulatory services.

The FDA reaffirmed its commitment to governance reforms that support economic growth while protecting public health through its participation in the Big Bold Reforms forum.

In 2025, the agency reinforced a whole-of-government and whole-of-society approach through closer coordination with partner agencies, industry groups, civil society, and other stakeholders, complemented by sustained dialogues and platforms such as Kapihan at Talakayan.

It also strengthened international collaboration with the World Health Organization and regional and global regulatory platforms to keep pace with evolving science and emerging risks. According to the FDA, these efforts improved regulatory practices and ensured that global standards translate into tangible protection and benefits for Filipinos.

Community outreach was expanded through initiatives such as Lab for All and other nationwide activities to bring regulatory and advisory services closer to the public. These measures improved access to guidance for consumers and small businesses, enhanced public awareness on health product safety, and advanced inclusive, people-centered regulation.

Through its Field Regulatory Operations Office, the FDA intensified nationwide inspections, post-market surveillance, and enforcement activities to prevent unsafe and unregistered health products from reaching the public, both offline and online. The agency conducted over 22,000 post-market surveillance activities, inspected 17,348 establishments, and documented 1,174 cases with 876 confirmed takedowns via online monitoring to safeguard consumers and maintain public trust.

The FDA advanced targeted regulatory reforms to clarify processes, improve service responsiveness, and promote equitable access while maintaining science-based standards. Key measures included the opening of the new Food and Drug Action Center, suspension of selected fees, support for micro, small, and medium enterprises and local manufacturers, accelerated digital upgrades, and sustained advocacy initiatives to translate reforms into clearer, more predictable processes that strengthen public confidence.

The agency also bolstered its workforce through plantilla augmentation and capacity-building programs to sustain reforms and ensure effective, science-based regulation. Its regulatory centers processed over 177,311 applications nationwide, underscoring the critical role of a well-supported workforce in delivering consistent public service amid system transitions. The gross profit of the Group increased by 36.0% to RMB30.2 million for the six months ended June 30, 2022, with a gross profit margin of 67.9% from PGT-A. The PGT-M kit is the first and only product of its kind in China that has completed the registration test, and the PGT-SR kit is the world’s first original technology to achieve effective testing of chromosomal balanced translocations through the high-throughput sequencing platform, which obtained the national invention patent technology and may become the first standardized commercial product in this series of products in China with the potential for mass clinical application. After the PGT-M and PGT-SR kits are approved for registration by the NMPA, respectively, Basecare Medical expects to further consolidate its dominant position in the third-generation IVF genetic test kit market in China, well ahead of the Company’s competitors in the potential competition.

During the Handang Isip, Handa Bukas press conference on Friday, Undersecretary Sevilla reported that the AME of Php500.00 per teacher and the WTDIB of Php1,000.00 per teacher were released by the Central Office last September 16 and 18, 2020, respectively.

“But we have to understand na marami po sa atin mga kasamahan na mga guro na maraming nagtatanong kung bakit iba ay nakatanggap, yung iba ay hindi pa. Kasi po ang proseso ng pagrelease nito ay dadaan sa kanilang payroll. So ibig sabihin, from Central Office on September 16 and September 18, [makakarating muna] ng Regional Office, to their Division Office, then to their payroll,” Usec. Sevilla said. 

The Department has also shared that the October 2020 payroll has been expedited as per the instruction of Secretary Leonor Magtolis-Briones. 

Usec. Sevilla shared that as of October 22, almost 90% of the total salaries have been paid, issued, and released in the payroll account and the remaining 10% attributed to those that are still in process.

“Dati po ng mga nakaraang buwan, mas maaga po iyan kaya lang nagkaroon po tayo ng mga adjustments in the payroll system dahil yung pong mga loan payments has been implemented. Nagkaroon po tayo ng gap o moratorium or grace period depende sa kung anong in-allow ng lending institution kaya mas malaki ang net take home pay kasi po magpapahinga po sa pagbabayad ng loan for the next 60 days,” Usec. Sevilla said.

Meanwhile, Sevilla also mentioned that the latest budget proposal for the 2021 National Expenditure Program (NEP) was approved in the Second Reading of the House of Representatives last October 15, 2020.  DepEd 2021 proposed budget is now up for approval in the Senate, then the Bicameral Session.

She also reported that the Department’s targeted budget request of Php1.1 trillion was trimmed to Php605.7 billion (55%) from its initial request.

“[Although] all of those things [are] beyond our term, we are constantly reminding our Congress, which passes the appropriations law, that the future [of education] is not only 2022, the future is beyond that,” DepEd Secretary Leonor Magtolis-Briones said.
